1. 招标条件

本招标项目 省道408线鹿角垭隧道建设工程（ 项目名称）已由 南江县发展和改革局（项目审批、核准或备案机关名称 ）以南发改审批【2017】594号（ 批文名称及编号）批准建设，己由南江县发展和改革局（批准机关名称） 以南发改审批【2017】594号（批文名称及编号）批准，项目业主为南江县公路局，建设资金来自上级补助和地方自筹（ 资金来源），出资比例为100%，招标人为南江县公路局。项目己具备招标条件 ，现对该项目的监理进行公开招标。

2. 项目概况与招标范围

2.1 项目名称：省道408线鹿角垭隧道建设工程

2.2 工程地点：南江镇、赶场镇。

2.3建设规模：鹿角垭隧道建设工程路线全长6.07公里（其中：隧道长2970米，连接线长3100米），路基宽度8.5米，隧道采作山区二级公路技术标准建设，隧道建筑限界10.0X5.0米，设计速度60km/h；隧道外连接线采用山区三级公路技术标准建设，设计速度40km/h。起点位于南江县赶场镇九女坟，呈西南至东北走向，止点位于南江县双元村马跃溪接G244线（原省道101线）。

2.4 监理服务期为：1080日历天+缺陷责任期。

2.5 招标范围：监理标段，本项目施工阶段及缺陷责任期内的监理。

2.6 标段划分：本次招标为1个监理标段。

3. 投标人资格要求

3.1 本次招标要求投标人须具备具有独立企业法人资格，交通运输主管部门颁发的公路工程专业甲级及以上监理资质，省外企业须提供《四川省省外企业入川从事建筑活动备案证》或《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外建筑企业入川信息报送电子登记表》，近三年已完成不少于1个的类似项目业绩，并在人员等方面具有相应的监理能力。

投标人应进入交通运输部“全国公路建设市场管理系统 （ https://glxy.mot.gov.cn/）”中的公路工程施工监理资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

3.2本次招标不接受（接受或不接受）联合体投标。联合体投标的，应满足下列要求：/。

3.3每个投标人最多可对1（具体数量）个标段投标：每个投标人允许中1个标。对投标人信用等级的认定条件为：C级及以上。

3.4与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。

3.5 在“信用中国”网站 （ https://www.creditchina.gov.cn/）中被列入失信被执行人名单的投标人，不得参加投标。

4. 招标文件的获取

4.1凡有意参加投标者，请于2021年1 月5日00时00分至2021年1月9日23时59分登陆巴中市政务服务和公共资源交易服务中心网站通过数字证书下载招标资料。

4.2 招标不提供其他任何报名和招标文件获取的方式。

5. 投标文件的递交及相关事宣

5.1 本项目招标人不组织不召开工程现场踏勘和开投标预备会。

5.2 投标文件递交的截止时间（投标截止时间，下同）为2021年1月26日10时00分，地点为 巴中市经济开发区红星路70号(市民之家4楼) （详细地址）。

5.3逾期送达的、未送达指定地点的或不按照招标文件要求密封的投标文件，招标人将予以拒收 。

6. 发布公告的媒介

本次招标公告在全国公共资源交易平台（四川省）、四川建设网、巴中市公共资源网 (发布公告的所有媒介名称）上发布。
